I want to encourage everyone to enjoy the nice weather and be responsible while attending fiesta activities throughout Bexar County. According to TX Dot statistics, most fatalities on Texas roads are due to not wearing seat belts. Please buckle up every single time you get into a vehicle, and have a designated driver if alcohol is part of your evening. We are not yet completely through the pandemic. Even though we are all grateful that things are finally getting better, Covid is still very much a threat. Please keep wearing your masks as you attend various events – especially indoors. Below I’ve highlighted a few of the many projects that we’ve been working on, and I want to remind you that there is a runoff election for our next Bexar County Judge. Early voting is from May 16th-20th and election day is May 24th. Please make sure you go vote.

Meals On WheelsCommissioner Clay-Flores spent some time visiting with residents in rural Bexar County to deliver prepared food with Meals on Wheels. They were happy to have her visit and are grateful for the meal delivery service that the Commissioners Court helps to fund. Meals On Wheels services seniors who are unable to cook for themselves, leave their homes, or drive. They provide two different menus – a heart healthy and diabetic friendly menu and also a diabetic and renal friendly menu. During her visits, the Commissioner heard some of the residents’ concerns and was able to connect them with other resources.

Emergency Service District (ESD No. 2) receives highest ratingCongratulations to ESD No. 2 for earing an ISO Class 1 rating! This is the best rating a fire department can achieve and is held by fewer than 1% of the nearly 46,000 rated fire departments and communities in the United States. Residents and businesses outside of San Antonio’s city limits in the northwest part of Precinct 1 (north of I-90, including Alamo Ranch) are serviced by ESD No. 2.

The ISO Class 1 rating is significant because it shows improvements in response time, personnel, training, water supply, and dispatch services. The ISO Class 1 rating applies to all residents and businesses that are within 5 miles of a fire station regardless of the proximity to a fire hydrant. With this same hard work and dedication, ESD No. 2 was able to help ESD No. 6 (most of Southside ISD and Sandy Oaks) achieve an ISO Class 2 rating.
If you are a resident within Bexar County ESD No. 2 or ESD No. 6 boundaries and are within 5 miles of a fire station, we highly recommend contacting your insurance company and reporting the new rating as this should have a positive effect on your home insurance premium. We applaud the Fire Chiefs, board of commissioners, and the brave men and women who serve in Precinct 1’s ESDs keeping our community safe. Felicidades!

Texas A&M Sports FacilityCommissioners Court approved a total of eighteen million dollars recently to support university athletics, including eight million for UTSA’s women’s athletics towards a fieldhouse next to their soccer stadium. Texas A&M University-San Antonio was approved for ten million dollars for athletic facilities. These funds will go towards a multipurpose field with a track and a new softball area. The community will have access in order to go walking, play soccer, and engage in other fitness enhancing activities. This A&M investment isn’t only about supporting a young university to build up its athletics department, but it’s also about encouraging the community to get fresh air and exercise. We need more facilities that are easily accessible in Precinct 1 where people can go walking and where they feel safe from stray dogs. Our community needs to attack obesity and diabetes – the pandemic highlighted this, but it’s something I’ve been advocating about for years.

New Animal Care FacilitySince the beginning of last year, we have received many calls about stray dogs in the unincorporated areas of Precinct 1. This is of concern because we need constituents to feel safe in our community. We have begun initial conversations for a new animal care facility towards the far Southwestern part of the precinct. The proposed site will be located next to the Bexar County Public Works Service Center at 6415 Cagnon Rd. It will provide animal control services to residents in Bexar County who are not within the San Antonio city limits. Commissioner Clay-Flores and staff were given a tour of the Public Works Service Center on Cagnon Rd., which provides infrastructure maintenance for Bexar County.

Talley Rd. VisitCommissioner Clay-Flores and staff toured the Talley Road construction site. This is a very important road that connects Culebra to Potranco. Staff from Bexar County Public Works and Mike Lehmann of BGE gave the tour, updated us on progress, and answered questions that we receive from constituents. The first phase of work between Wiseman and Potranco is almost completed. The work currently being finished, will allow traffic to be moved over to the newer part of the road so that the older part of the road can be redone. The second phase of the Talley Road construction will begin later this year. Once all phases are completed, this part of Talley Road will be a four-lane road, a much needed expansion for the Northwest part of Pct 1. Hwy 211 was also toured, and construction is underway. Both of these construction projects will help with congestion in this part of our precinct. Food Drive/Fiesta Medal GiveawayThank you to all who participated in Commissioner Clay-Flores' Food Drive and Medal Giveaway event! We received a total of eight boxes and five large bags of canned goods and non-perishable items that will support the CAREZone Food Pantry. The CAREZone is part of the South San Independent School District and provides mental wellness services to their students and families. Those who stopped by the Satellite Office on Pleasanton Rd. with their donation received the Commissioner's fiesta medal and some pan dulce. Commissioner Clay-Flores also visited the Somerset Senior Center and passed out medals to those who attended the presentation of the proclamation to recognize their nutrition program. Thank you to the Somerset Senior Center for their donation to the Commissioner's food drive, and special thanks also to BGE, ETTL, and AG3 for their sponsorship.

Homestead Exemption PassedCommissioners Court passed our first ever homestead exemption for Bexar County residents. We understand the need to provide relief to our constituents and voted to approve a $5,000 homestead exemption. This will help lower the tax bill for anyone who owns a primary residence in Bexar County, and is a victory for our community. Residents that are already receiving a homestead exemption from other entities do not need to apply for Bexar County’s program, as it will automatically roll into your current exemption total. Those who are not taking advantage of a homestead exemption program will need to apply by May 1 to the Bexar County Appraisal District (BCAD) located at 411 N. Frio St. Please note, BCAD is not under the governing regulations of the County and does not report to Commissioners Court.

Bexar County Sheriffs Unit Excellence AwardMisinformation was recently spread throughout our community regarding the lack of law enforcement presence in our County. It’s important that we highlight the Bexar County Sheriff’s Office, 3rd West Patrol Division, who made multiple arrests for burglaries, theft, evading and unlawful carrying of weapons. Deputies broke up this crime ring and were able to recover two stolen vehicles, weapons, jewelry, money, and other stolen property within the span of ten days. Thanks to the courage and dedication of these deputies in their performance of their duties, Commissioner Rebeca Clay-Flores, along with the Bexar County Sheriff Javier Salazar, had the honor to present the Unit Excellence Award to this patrol division. We appreciate the hard work of those who are working to keep Precinct 1 safe, including both the Sheriff and Constable’s Departments.

Juan Moreno, InternWe welcome Juan Moreno to the Office of Commissioner Clay-Flores' team. Juan is a native San Antonian and graduate of John F. Kennedy High School. He is presently working on his Master's Degree in Public Administration and looks forward to a profession in Public Service.
