Commissioner Clay-Flores’ CommentsA few days ago, April 10, 2021, marked the first 100 days of my tenure as County Commissioner, Precinct 1. It’s been a wonderful whirlwind of policy, activities, and programming serving Bexar County. My team and I have been working tirelessly for our constituents. This work would not have been possible without your support and the hard work of my staff (introduced at end of newsletter). We have lobbied for more vaccines to be sent to the County at both the state and federal levels. In an attempt to afford easier access to some of the hardest hit areas of Precinct 1, Bexar County Hospital, University Health System (UHS), is partnering with Texas A&M University for this Friday, April 16th. The Pfizer vaccine will be administered to 1,000 individuals. Please call my office at (210) 335-2611 to sign up for an appointment. A few other highlights of my first 100 days have been the following: - Pushed for an exception for additional small business in Precinct 1 to receive $200,000 in grants that have been affected by the pandemic.
- Met with all 40 County Departments and staff in order to fully understand the roles, responsibilities, and needs in order to best utilize resources for the improvement of Precinct 1.
- Restored two additional Deputy Constable positions, after seven positions were eliminated before my tenure.
- Supporting the federal initiative to serve migrant children seeking asylum to be reunited with their families and sponsors already living in the US.
With your continual support, we can get our community vaccinated, safely get back to work and school from a hard hitting pandemic, work with our neighbors as we did during the historic winter storm, and make Precinct 1 the place to work, play, and live that we all enjoy and love.

Water and Meal DistributionMany homes were left without water during the historic winter storm, and in some cases, without food. We saw many of our hardest hit communities devastated and in need of emergency assistance. With the help of the Silver Eagle Distributors, Bexar County Fire Marshall, and the Bexar County Emergency Management Office, we were able to set up several water distribution sites. Alahambra Senior Apartments, Somerset, TX and Sandy Oaks, TX were just a few of these sites where constituents were able to receive clean drinking water. Presently, we continue to distribute bottled water at the Precinct 1 satellite office located at 3505 Pleasanton Rd if any one is still in need.
We were able to distribute hot meals to SAHA communities at Lewis Chatham, Midway, George Cisneros, and the Lila Cockrell Apartments. These senior living facilities were a few of the under resourced communities that were the hardest hit in Precinct 1. Thanks for the assistance from Linebarger Goggan Blair & Sampson, the Pollo King Restaurant, and volunteers from the Bexar County Democratic Party.

Bexar County Hospital District, UHS COVID VaccinationsAs COVID continues to affect people across the globe, we are also seeing the positive effects of vaccinations. The vaccines by Pfizer and Moderna have been administered throughout the US and thankfully, also in our county. UHS has vaccinated more than 310,000 Bexar County residents. Of these vaccinations, Commissioner Clay-Flores helped secure vaccines for the hardest-hit communities in Precinct 1. Bexar County Hospital, UHS, has successfully put in place a well-organized vaccination process at Wonderland Mall. Those that have visited the site for their vaccination have been content at how quickly they have been processed as soon as they arrive. UHS has added additional vaccination sites in some of the most underserved parts of the County. To sign up for your vaccination, go to WeCanDoItSA.com. Bexar County Plumbing Assistance ProgramIn mid-February, the state of Texas experienced a historic weather event that affected the entire state. On top of dealing with the COVID pandemic, our state was now experiencing the effects of freezing temperatures. Many suffered pipe damage in their homes of the likes not seen before. It is an issue that many are still working through to repair. Thankfully, with the support of Judge Nelson Wolff, Commissioner’s Court, and the Economic & Community Development Department, the plumbing assistance program, spearheaded by Commissioner Clay-Flores, was approved.

The County’s plumbing program helped restore potable water to eligible homes in the unincorporated areas of Bexar County and the suburban cities. Plumbing work was focused on repairing pipe damage that resulted in loss of water service to homes affected. The reimbursement portion of the program focused on ensuring that eligible homeowners were reimbursed for the cost of emergency plumbing repairs due to broken pipes as a result of the February freeze.

Please contact 210-631-5000 for the reimbursement portion of the program, and applications may be submitted through Friday, April 30, 2021, for reimbursement for parts or work already done.
