Bexar County invites proposals from qualified vendors to provide all or part of an Human Capital Management and Payroll Replacement solution for the County. The County will consider solutions that are Software-as-a-Service (SaaS); preference will be given to the systems where functionality is superior. Proposals will be preferred if they are providing most, if not all, components of a complete solution.
