Chris Lopez

Fire Marshal/Emergency Management Coordinator

L. Chris Lopez has over 31 years of law enforcement service experience. Chris spent the first ten years of his career in municipal police agencies. He rose to the rank of Chief of Police for the City of Abernathy Policy Department. Chris entered Fire/Arson Investigation, “full-time” in June of 1998. He began his career with the Texas State Fire Marshal’s Office (SFMO). He rose to the rank of Investigator V – Canine Handler during his six and half years with SFMO. Chris came to the Bexar County Fire Marshal’s Office in August of 2005. He rose to the rank of Chief Fire/Arson Investigator in April of 2010. Chris has received numerous awards, including two lifesaving awards while a municipal police officer, a letter of commendation for lifesaving from State Fire Marshal, G. Mike Davis, and the John R. Rauch award from the Texas Chapter of the International Association of Arson Investigators in 2012 for his dedication to teaching and promoting fire cause determination throughout the State of Texas.

Chris serves as the Bexar County Office of Emergency Management (BCOEM) and Bexar County Fire Marshal’s Office agency head.

Michael Morlan

OEM Deputy Chief

Michael Morlan started working for Bexar County in 2019, bringing 15+ years of experience at the federal, local, and private sectors focusing on emergency management and public safety. More specifically, working in various states and jurisdictions across the country, Michael brings expertise in emergency management program development, emergency planning, building effective teams, and leading complex projects. Michael has served on various associations and committees and most recently is part of the Legislative Committee for the Emergency Management Association of Texas and the President of the South Central Emergency Management Association in Texas. Michael has a Bachelors in Emergency and Disaster Management and has participated in numerous continuing education and professional development courses.

Michael is primarily responsible for the day-to-day operations for BCOEM, overseeing OEM staff and program areas.

Scott Lampright

Scott Lampright, CEM

Assistant Emergency Management Coordinator

Scott Lampright has more than 42 years of experience in Public Service and Emergency Management.  He served for over 20 years as a United States Air Force Officer in the Military Airlift Command, Strategic Air Command, and the Air Education and Training Command, retiring in 1999.  He then worked for the Texas Division of Emergency Management as the State Radiological Emergency Planner. For the last 21 years Scott has worked for the Bexar County Office of Emergency Management.  He has been a member of the South Central Emergency Manager’s Association for 33 years and has served as the Association’s President, Vice President, and Secretary. Scott has been an International Association of Emergency Managers (IAEM) Certified Emergency Manager (CEM) since 1999.Scott holds a Bachelor of Arts Degree in both Biology and Distributive Science from Gustavus Adolphus College and a Master of Business Administration Degree from the University of North Dakota. Scott has been married to his wife Elizabeth for over 41years and has three adult sons.

Scott is primarily responsible for BCOEM’s emergency planning, grant coordination, and TDEM/FEMA requirement quality assurance.

Mark Chadwick

Mark Chadwick, CEM, TEM

Emergency Management Specialist

Mark Chadwick is the Emergency Management Specialist for the Bexar County Office of Emergency Management and has over 36 years of experience in Public Safety and Emergency Response. Mark is a Certified Emergency Manager (CEM), Certified Texas Emergency Manager (TEM), and Master – Military Emergency Management Specialist (M-MEMS) and holds several other credentials in the field. Mark holds Emergency Management instructor credentials with several Federal and State agencies and develops and facilitates exercises. For the past 18 years Mark has served as a speaker for Conferences, Associations, workshops, and corporate meetings. Mark served in the US Air Force for 6 years and over 24 years in the Texas Military Department before retiring as a Colonel and highly decorated officer. Mark holds Associate, Bachelor, Master, and Doctorate degrees.

Mark is primarily responsible for BCOEM’s training, exercise, and communications and warning program areas. Additionally, Mark serves as our office’s Liaison with our military and education institution partners.

Rene Garza

Emergency Management Specialist

Rene Garza was born in San Antonio, TX, he grew up on the southeast side and graduated from Highlands High School in 1995 and immediately join the Air Force there-after. Rene was fortunate to be selected to attend the Louis F. Fire Academy at Goodfellow Air Force Base, San Angelo Texas. Upon graduation, he was jettisoned to numerous locations and assignments  throughout the world to include Wyoming, Alaska, Japan, Korea, and Portugal. He also completed multiple tours to Kyrgyzstan, Qatar, and Iraq.  During his 26 years of military service, he held numerous positions in the Fire & Emergency Services career field to include Battalion Chief, Training Chief, Operations Chief, Deputy Chief and Fire Chief. Upon completion of his military service, Rene attained his Master’s Degree in Organization Leadership / Emergency Management from Grand Canyon University in Phoenix Arizona. He decided utilize his experience in fire Emergency Services coupled with his education and pursue his next career in Emergency Management. 

Rene is primarily responsible for BCOEM’s Citizen Corps Council program, volunteer management, public outreach, and mass care. 

Colton Goss

Emergency Management Specialist

Colton Goss graduated from University of North Texas in 2017 with a bachelor’s of science in Emergency Management and Planning, along with a minor in Public Administration. That same year, he began his career as an Emergency Planner and Volunteer Coordinator with Dallas County Office of Homeland Security and Emergency Management. Two years later, he was promoted to Logistics Section Chief and Critical Infrastructure Protection Specialist. He also served as a Reserve Deputy for Dallas County Constables' Precinct 2 Office after earning his Texas Commission on Law Enforcement license in 2020. Now, Colton is an Emergency Management Specialist for Bexar County Office of Emergency Management, focusing on Mitigation and Recovery.

Colton is primarily responsible for BCOEM’s recovery, mitigation, continuity of operations programs, and FEMA’s Public Assistance program.

William Johnston

William Johnston

Weapons of Mass Destruction/Hazardous Materials Coordinator

William Johnston is an emergency response professional that has dedicated his career to the protection and safety of others. William has been serving as the WMD/Hazmat Coordinator for the Bexar County Office of Emergency Management since May of 2012. William has 20+ years of experience in the emergency response field as a Firefighter, EMT, Hazmat Technician, and a member of an All Hazards Incident Management Team. William attended San Antonio College, where he earned his AAS in Fire Science with an Emphasis in Homeland Security. Throughout his career, William is determined to strengthen his knowledge and capabilities by earning several different certifications and accreditations from a variety of local, state, and nationally recognized agencies. This combination of knowledge, experience, and dedication enable William to provide better service for his community in the time of need. 

William is primarily responsible for coordinating the Bexar County WMD/Hazardous Materials Type II team. Additionally, William has been serving as BCOEM’s logistics functions; managing the warehouse, vehicles, and inventory.

Emergency Services District (ESD) Liaison

San Antonio native and proud alumna of Brandeis High School, San Antonio, TX; Class of 2012 and The University of St. Mary’s, San Antonio, TX; Class of 2016. Currently serving the Bexar County community as the Emergency Services District Liaison under the direction of the Office of Emergency Management since February of 2019. Previously served the Bexar County community as an office administrator under the direction of the Fire Marshal’s Office from August 2016 to January 2019. Passionate in assisting our County Emergency Services District provide the best Fire and Medical services to all Bexar County constituents. 

Chris is primarily responsible for acting as a Liaison between ESD Commissioners and Bexar County.
