SALARY: Table 2, Grade APNE-10 from $2,627 to $4,074 per month commensurate with experience and qualification.
REPORTING RELATIONSHIP: Reports directly to the Region / Unit Manager
The Community Supervision Officer within this Department serves at the Region/Unit level and is selected by a Panel that may include the Managers and Assistant Chiefs after having met the requisite education, training, and experience criteria set out in this job description. The individual is not responsible for the supervision of employees. Applicant is hired under the legal doctrine of employment at will.
SUMMARY: Responsible for the effective supervision of offenders placed on community supervision. Case supervision must be conducted in a manner consistent with TDCJ-CJAD (Texas Department of Criminal Justice Community Justice Assistance Division) standards and as envisioned by the Chief Probation Officer.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Must be able to maintain a caseload of misdemeanor/felony cases adhering to all CJAD, Department, and Court requirements;
- Responsible for monitoring the offender’s compliance with the orders of the Court through routine office and field contacts to ensure community safety;
- Responsible for assisting the offender in locating services needed to bring about pro-social, law-abiding behavior;
- The CSO will be responsible for conducting assessments and individualized case supervision plans;
- Responsible for conducting orientation/intake with new probationers;
- Responsible for reporting violations of probation to the appropriate authorities in a timely manner;
- Responsible for transporting offenders in accordance with Department policy and procedures or pursuant to lawful court order;
- Develops and maintains case records by assuring each record contains chronological recordings of all significant actions, decisions, services rendered, assessments, re-assessments Pre-sentence investigations, periodic evaluations and written criminal history;
- Maintains confidentiality; treats PSI (pre-sentence investigation) and all information obtained in connection with the PSI reports as confidential and releases this information only to persons authorized by law and directed by the court for the effective supervision of the offender; ensures medical and psychiatric records obtained by the court are sealed or kept separate from offenders case files; releases such information only by order of the court;
- Must be able to communicate effectively with hostile, abusive, or irrational individuals; establish and maintain effective working relationships with co-workers, County employees, and the general public;
- Contributes to team effort by accomplishing other related duties as needed.
KNOWLEDGE: General knowledge of supervision practices and procedures; General knowledge of evidence-based practices (EBP) approach to probation; General knowledge and use of the departmental progressive sanctions model; and working knowledge of CSS.
MINIMUM EDUCATION AND EXPERIENCE: A Bachelor’s degree conferred by an institution of higher education accredited by an accrediting organization recognized by the Texas Higher Education Coordinating Board. The degree should be in criminal justice, criminology, counseling, psychology, sociology, social work, corrections, law enforcement, pre-law, or a related human services field. If the degree is not in a field listed above or a related field, the person must have one (1) year of graduate study in one of those fields or one (1) year of experience in full-time casework, counseling, or community or group work. Applicants must be at least 21 years of age, possess a valid Texas Driver’s License, reliable transportation, and proof of liability.
In addition to the above statutory requirements, a person must be able to become certified by the Texas Department of Criminal Justice-Community Justice Assistance Division (TDCJ-CJAD) within the first year of employment as an officer.
PHYSICAL REQUIREMENTS: Includes lifting/carrying up to 10 lbs. occasionally; visual acuity, speech, and hearing; hand and eye coordination and manual dexterity necessary to operate a computer keyboard and basic office equipment. Subject to sitting, standing, walking, reaching, twisting, and handling to perform the essential job functions.
WORKING CONDITIONS: Working conditions are primarily inside an office environment. May require work indoors and outdoors; work in the community conducting field visits; and coming in contact with criminal and civil courts, courthouse personnel, law enforcement, and community agencies. Works with individuals who may have been convicted of felony and/or misdemeanor offenses. May be required to work more than 40 hours during the workweek.

REPORTING RELATIONSHIP: Reports directly to: Manager, Residential Treatment Facility The Residential Treatment Facility CCF Security Monitor within the Facility serves at the facility staff level and is selected by the Facility Manager and administrative panel after having met the requisite education, training, and experience criteria set out in this job description. The individual is not responsible for the supervision of employees. Applicant is hired under the legal doctrine of employment at will.
SUMMARY JOB DESCRIPTION: Under general supervision, the primary duties of this position are to provide surveillance and direct supervision, security, control, and care of assigned residents in accordance with established policies, regulations, and procedures at the assigned residential treatment facility. Performs other related duties as required. ESSENTIAL
DUTIES AND RESPONSIBILITIES:
- Provide surveillance and direct supervision, security, control, and care of assigned residents in accordance with established policies, regulations, and procedures;
- Monitor all residents leaving and returning to the CCF from authorized or unauthorized leave; all nonstaff personnel entering the CCF premises; all residents in-house for compliance with program rules, regulations, and assignments, and inspect all assigned work areas;
- Monitor and observe residents' general conduct and behavior to prevent disturbances and/or absconding;
- Transport and/or escort residents to and from designated areas and/or locations;
- Dispense and record all medication(s) or non-prescription drugs for residents;
- Maintain direct contact with residents in order to provide resolution to their problems and/or intercede, including using force to the extent necessary, to maintain control and order;
- Collect urine specimens for urinalysis and/or administer the Alco-Scan drug test for any resident suspected of substance abuse;
- Monitor all areas of the facility for safety hazards, maintenance problems, property damage, and prevention of criminal activity; Monitor operations of equipment and report malfunctions;
- Supervise and maintain housekeeping procedures established by facility policies and procedures;
- Write detailed reports of incidents and/or events within the facility;
- Conduct lights out and wake up;
- Contributes to team effort by accomplishing related duties as needed;
- Other specialized job requirements include the ability to work with people; Diplomacy, tact, organizational skills, and the ability to prioritize to meet suspense dates are necessary.
KNOWLEDGE:
- Knowledge of security practices and procedures;
- Ability to adjust to rapidly fluctuating situations; ability to deal with hostile, abusive, or irrational individuals;
- Knowledge and understanding of the needs associated with residential care and treatment program requirements;
- Ability to maintain effective working relationships with employees, other agencies, and the public; follow written and verbal instructions; and communicate effectively orally and in writing;
- Requires skill in developing training programs; interpreting statistical data, formulating recommendations, and writing reports; and in operating Windows-based word processing and spreadsheet software.
MINIMUM EDUCATION AND EXPERIENCE: A high school diploma or GED equivalent is required. Experience in dealing with residents/patients in a Mental Health or Substance Abuse treatment programs is highly preferred. Thirty (30) hours of college in the Social Science majors or related field of human relations is preferred. Six (6) months experience in Law Enforcement Corrections, Detention, Residential Treatment Services, or Security is preferred.
PHYSICAL REQUIREMENTS: Includes lifting/carrying 10 to 30 lbs. frequently; visual acuity, speech, and hearing; hand and eye coordination and manual dexterity necessary to operate a computer keyboard and basic office equipment. Duties require moderate physical exercise including sustained periods of walking and standing in the supervision and control of contained/assigned criminal probation offenders/residents. Subject to sitting, walking, standing, reaching, twisting, and handling to perform the essential job functions. Must be 21 years of age. Must have a valid driver’s license, motor vehicle liability insurance, and personal injury insurance.
WORK CONDITIONS: Working conditions are primarily inside a residential facility environment. The facility operates on a twenty-four (24) hour basis. Duty hours are determined by shift schedules; will be required to work any of the three (3) shifts, as determined by the manager. May be exposed to temperature variations, cramped areas; and frequent exposure to dusty conditions. Individuals may have daily contact with the public and outside agencies concerning services available to residents. Individuals will be exposed to a controlled correctional environment; and will work in the proximity of some residents who could be considered dangerous; potential risk of bodily injury and/or hazardous conditions may exist. May work some outdoors with some travel required. May be required to work a flexible shift schedule and more than 40 hours during the workweek.
