American Rescue Plan Act Spending for Bexar County
What is ARPA
In response to the COVID-19 pandemic, the federal government created the State and Local Fiscal Recovery Fund to address its economic fallout and lay the foundation for a strong and equitable recovery. The County received half of the funds and will receive the remaining funds in June 2022. Funds must be spent by 2026. Bexar County received $389 million dollars to use for:
COVID-19 Public Health Emergency Response, or its negative economic impacts, including assistance to households, small business, & non-profits, or aid to impacted industries
Responding to workers performing essential work during COVID-19 with premium pay to eligible workers
For the provision of government services to the extent of the reduction in revenue
Necessary investments in "water, sewer, and broadband"
What is the County Doing?
Bexar County Commissioners Court is acting to “Drive generational transformation through the development and execution of strategic programs to create a more equitable and resilient future for Bexar County and its constituents to impact change”.
The County Commissioners have adopted the values of Recovery, Resiliency, Equity, and Economic Mobility. The Commissioners have also established a framework of priority areas based on the following Social Determinants of Health (SDOH) areas:
Health Care Access & Quality
Social & Community Context
Education Access & Quality
Neighborhood & Built Environment
These Priority Areas are based on the Social Determinants of Health in order to promote attaining the full potential for health and well-being for all. Social Determinants of Health are conditions in the places where people live, learn, work, and play that affect a wide range of health and quality-of life-risks and outcomes.
As Bexar County continues to respond to the ongoing COVID-19 public health emergency, Bexar County will create a dashboard to show how they are using COVID-19 related funds to help the community to respond, recover, and rebuild from this crisis. We will report on programs, their progress, and how the community is benefiting on a frequent basis.
