Utility Application Process
New Drop Box
Beginning March 22, 2021, WE ARE NO LONGER ACCEPTING APPLICATION SUBMISSIONS IN THE LOBBY. Community Resources Division has added a new teal colored drop box located at the public entrance of the Vista Verde Building for your safety and convenience.
Submit complete and signed applications with required copies to Community Resources 233 N. Pecos Suite 590 San Antonio, Texas 78207 either by MAIL OR DROP BOX. Submit ONLY copies of your documents, NO ORIGINALS. View the Drop Box Flyer
COVID Emergency Utility Assistance
For COVID related crisis applications, you may submit your application with all supporting documents to our designated email.
If you received assistance from our program during the 2020 calendar year, please continue to monitor our webpage for updates regarding the availability of applications for the 2021 program year.

Application Status
A Notice of Eligibility or Notice of Denial will be mailed to your residential address. You will receive a notification to your mail or email address provided on file
Will I have my utility services disconnected?

Application Requirements:
- Read the first page of your application, it explains the DOCUMENTS you will need so we can accept your application.
- Be sure to include all documents required when submitting your application.
- Answer all the questions on your application.
- Incomplete applications will be denied.
- Be sure to include two (2) telephone numbers AND your email address.
- This ensures proper communication in case we have questions, and send you notices.
- Sign all signature pages
- You're required to sign on all signature pages.
Provide Copies of all requested documents
Identification Requirements:
- Valid U.S. Passport, or
- A valid government issued ID/Driver’s License AND your birth certificate, or
- Valid ID/Driver's License AND voter registration card.
Please note: ALL forms of identification must NOT be expired.
Proof of Income Requirements:
- Check Stubs (Most Recent):
- 5 stubs if paid weekly,
- 3 stubs if paid bi-weekly,
- 2 stubs if paid semi-monthly,
- 1 check if paid stub for monthly, or
- Declaration of Income Statement document for cash payments or self-employment, or,
- Annuity/pension award letter, or
- Veteran award letter for current year, or
- Social Security award letter for current year, or
- Child support Declaration of Income letter, or
- TANF HHSC letter.
Please note: Bank statements are not accepted.

SAVE (Electronic Immigration Status Verification) Information:
Your application may be denied if we cannot verify your status by SAVE. If this happens, you will have to update your immigration record.
- How do I apply for Utility Assistance?
- I was certified for Utility Assistance, when should I expect my payment to be made?
- I qualified for help last year, why do I always have to re-apply each year?
- My neighbor turned in her application after me, but she was helped first. Why is that?
- My spouse/roommate moved out last week, do I have to include them in my application?
