Phase II Permits
Stormwater runoff is most commonly transported through Municipal Separate Storm Sewer Systems (MS4s) and discharged untreated into our rivers, lakes, and streams. To prevent pollution from entering the MS4, the operator (i.e. Bexar County) must obtain a National Pollutant Discharge Elimination System (NPDES) permit and create and implement a storm water management program. In 2008, Bexar County became eligible for the Phase II NPDES permit and the Stormwater Program was created. As part of the Stormwater Management Plan, certain criteria must be met each year and must be submitted in an annual report to TCEQ.
