Debt Administration

The Management and Finance Department manages the county's debt program. The department is responsible for the issuance of all debt including:

  • Certificates of Obligation
  • Commercial Paper Notes
  • General Obligation Bonds
  • Tax Anticipation Notes
  • Venue Project Revenue Bonds

Debt capacity analyses are conducted on a regular basis for both the Debt Service and Flood Control Funds. The department also reviews and revises the Debt Management Policy and the Investor Relations Program.

Investment

The Management and Finance Department performs the Investment function for the county. Each year, an investment strategy is developed which incorporates the county's cash flow requirements. The committee meets quarterly to review quarterly investment reports and other issues relative to investments.
