While many citizens understand the basic structure and operations of city governments, in my experience the public is often unaware or even confused by the authority, responsibility, structure, and function of Texas counties. In some cases, this confusion can lead to an impression that Texas counties are somehow less responsive or important than other forms of local government.

PRM is a department of Bexar County and reports to the Bexar County Commissioners Court. We are responsible for providing Commissioners Court and other County elected and appointed officials with professional financial, management advisory and consultative services. Our staff develops the annual County budget and provides human resources services to County managers and employees, as well as potential employees. Also, we continually provide County leadership with the resource information they need in order to make sound operational decisions in the ongoing delivery of services to the citizens.

Bexar County Debt Receives Rating Upgrade. Once again the County proves our solid financial management as the County is upgraded by S&P Ratings service, the third and final major debt rating agency in the nation to garner us with the second highest debt rating possible.

The official Budget cycle began on May 12, 2008 with Offices and Departments submitting their proposals to the Budget Office and ends with adoption of the approved Budget on Sept. 9, 2008.
