NTSB findings on the June 28th, 2004 Train Derailment  - The Bexar County Office of Emergency Management, and the City of San Antonio have received the final report concerning the findings of the Train Derailment, which occurred in Southwest Bexar County.  Click here to view the report.

Multi-jurisdictional Functional Exercise March 1-3, 2005 - The Bexar & Comal County Offices of Emergency Management, and the City of San Antonio conducted a joint Functional Exercise.  The Exercise took place over a two day period incorporating a Unified Command structure to handle the incidents.  Click here to view after action review slides.

Bexar County provides tour of Mobile Emergency Operations Command Center - The Bexar County Fire Marshal/Emergency Management Office in conjunction with the Bexar County Sheriff's Office built a mobile command center for emergency operations.  The mobile command center was made possible through a $50,000.00 grant and donations from the LEPC and other local contributors, to convert a passenger bus into a state of the art mobile command center.  Click here to view photos.

Hazmat Transportation Workshop, July 12-14, 2004 - Beginning on July 12, 2004 HEB hosted the three day hazmat Transportation workshop, which was sponsored by the Bexar County LEPC, Randolph AFB, HEB, San Antonio Water System, Union Pacific, and Transcaer.  Click here for more information & photos

Region 6 Workshop, May 3-6, 2004 - Beginning on May 3, 2004 the Bexar County LEPC hosted two workshops.  The first being CAMEO and the second Encountering the danger of Clandestine Meth Labs.  Click here for more information & photos

ExxonMobile Terminal Tabletop Exercise - On Thursday, October 30, 2003, a tabletop exercise was held with several agencies at the ExxonMobile Terminal.  Click here for more information & photos

Water Supply Security Workshop -
On July 15, members of the Bexar County LEPC Utility Special Interest Group coordinated a Water Supply Security Workshop for county and regional water utilities.  Click here for more information

Residents of unincorporated areas of Bexar County can now dispose of their Household Hazardous Waste at their doorsteps via free door-to-door Collections.  Residents of unincorporated areas of Bexar County can now call for a free home pickup of household hazardous waste.  This program will focus on collecting items that cannot be recycled locally and should not be placed in the trash: paint, paint thinners, car batteries, used oil, pesticides, poisons, spray cans and antifreeze and more.  However, home pickup is not available for ammunition, medical waste, nuclear/radioactive waste, explosives or commercial chemicals.  CLICK HERE for more information

Texas Commission on Environmental Quality (TCEQ) Rulemaking Training - A TCEQ Rulemaking Training Course is scheduled on two consecutive dates, November 7th (Thursday) and November 8th (Friday).  The training will be held at Sony, which is located at One Sony Place, 8611 Military Drive West in San Antonio. Tier2 Training Course - A Tier2 Submit Training Course is scheduled for San Antonio on two consecutive dates, October 2nd (Wednesday) and October 3rd (Thursday).  The training will be held at the Public Health Region 8 Office, which is located at 7430 Louis Pasteaur Drive in San Antonio. Guidance for Protecting Building Environments from Airborne Chemical, Biological, or Radiological Attacks.
The National Institute for Occupational Safety and Health (NIOSH) has announced the availability of "Guidance for Protecting Building Environments from Airborne Chemical, Biological, or Radiological Attacks" (May, 2002, DHHS/NIOSH Pub No. 2002-139).  This document identifies actions that a building owner or manager can implement without undue delay to enhance occupant protection from an airborne chemical, biological, or radiological attack. This document includes information about:
  • What you can do 
  • Specific recommendations 
  • Things not to do 
  • Physical security 
  • Ventilation and filtration 
  • Maintenance, administration, and training

Governor's Task Force on Homeland Security. Governor Rick Perry has created a Governor's Task Force on Homeland Security to advise him on matters relating to homeland security. The goal of the task force is to reassure Texans that the state is doing all it can to ensure their safety by identifying threats before they are carried out and by being able to respond effectively if a threat is carried out.  You can read the Governor's Task Force on Homeland Security January Report in HTML text or 1157 kb PDF format by following this link (March 8, 2002). 

Department of Transportation Advisory Notice: Enhancing the Security of Hazardous Materials in Transportation.  The DOT has issued an advisory notice in today's Federal Register that advises shippers and carriers of voluntary measures to enhance the security of hazardous materials shpments during transportation. The notice addresses personnel, facility, and en route security issues and includes contact points for obtaining additional, more detailed information (Download the Federal Register notice in Adobe Acrobat PDF format, February 14, 2002). 

NRT-1 - Hazardous Materials Planning Guide 2001 Update Available. This 2001 update of the 1987 Hazardous Materials Emergency Planning Guide (NRT-1) contains updated references to guidance on developing state and local emergency response plans. Brief references to recent legislation have been incorporated to encourage plan integration and coordination. This updated version of NRT-1 includes new guidance on integrating local emergency response plans prepared and updated by Local Emergency Response Committees (LEPCs) with the planning requirements contained in recent legislation. Planners are encouraged to consult the new legislation cited in this document when updated LEPC plans (link: NRT Publications, February 8, 2002). 

Protect your workers during flood cleanup operations. The National Institute for Occupational Safety and Health (NIOSH) offers guidelines in its Flood Cleanup Hazards Update (read more, February 7, 2002). 

New EPA Software for Tier II Reports. The US EPA has developed a new software program, "Tier2 Submit," to help prepare EPCRA Section 312 Tier II Emergency and Hazardous Chemical Inventory reports (read more, January 18, 2002). 

The TNRCC and EPA are developing a faster HAZMAT Emergency System. The Texas Natural Resource Conservation Commission and the US EPA are pursuing a pilot test of an Internet-based support system for use in hazardous material emergency situations (read more, January 18, 2002). 
 

About the LEPC

The Bexar County Local Emergency Planning Committee (LEPC) was formed in 1987 as required under the Superfund Amendments and Reauthorization Act of 1986, Title III, the Emergency Planning and Community Right-To-Know Act.

Its members are appointed by the Bexar County Judge to represent the 24 cities in Bexar County. The Act requires that specific agencies and groups be appointed to the committee.  They are:

  • state officials
  • local environmental
  • hospital
  • law enforcement
  • transportation
  • emergency management / civil defense
  • broadcast
  • firefighting
  • print media
  • first aid
  • community group
  • health 
  • facility owner / operator
 

Mission Statement

The Bexar County Local Emergency Planning Committee’s mission is to ensure that our planning area is prepared for hazardous material emergencies. This is accomplished by analyzing risk, reviewing facility plans, conducting exercises, updating our hazardous material response plan, and keeping the community informed.
