Victor H. Negrón, Jr., is an Immediate Past-President of the San Antonio Bar Association (2008-09), and is a former named partner in the San Antonio law firm of KERR & NEGRÓN, P.C.. Judge Negrón formerly served on the bench as the first judge of the 407th District Court of Bexar County. He was Board Certified in Family Law in 1987, and maintained a general practice in civil litigation, probate, real estate, mediation and arbitration until his appointment by Gov. Rick Perry as Judge of the 438th District Court.

Judge Negrón attended the U.S. Military Academy at West Point, concluding his undergraduate degree, Magna Cum Laude, from St. Mary's University. Judge Negrón went on to receive a Juris Doctor from St. Mary's University School of Law. After a long stint with the Bexar County Legal Aid Association he entered private practice in 1980.

He has been an author and presenter for many years in various local and State programs, including the State Bar of Texas Professional Development Program's seminars and courses. In 2005, he was the Co-Course Director for the Advanced Family Law Course, with topics ranging from termination and adoption to rules of evidence. He has served as a guest lecturer on several occasions at St. Mary's University School of Law, and testified on several occasions before the Texas Legislature on proposed legislation.

Judge Negrón has served on numerous community and legal boards and associations, and has twice served as a president of the San Antonio Family Lawyers Association. He has been a frequent mentor and attorney in the San Antonio Bar Association's award-winning Community Justice Program, which pairs attorneys with indigent clients. He is serving his third term on the statewide Texas Family Law Council, and is a Past-Chair of the Bexar County Domestic Relations Office Advisory Board. He is also currently serving on the Advisory Board of the Texas Board of Legal Specialization for Family Law. At the time of his appointment to the 438th District Court, Judge Negrón had recently been elected as Place 2 representative for District 10 on the State Bar of Texas Board of Directors.

He is the proud father of four sons. An active lay evangelist in the Roman Catholic Church, Judge Negrón served as an Assistant Scoutmaster for several years for the Boy Scouts of America, and watched two of his sons attain the rank of Eagle Scout.
