History

On May 21, 2002, Bexar County Judge Nelson Wolff received a petition that was signed by at least 100 qualified voters who own real property in the unincorporated area of northern Bexar County that is provided fire protection by the Bexar-Bulverde and Selma Fire Departments.  The proposed ESD is to be created and operated under Article III, Section 48-e, of the Texas Constitution, as proposed by S.J.R. No. 27, Acts of the 70th Legislature, Regular Session, 19087, and adopted by the voters at an election held November 3, 1987.

On July 23, 2002, Commissioners Court discussed the establishment of ESD#3.

On February 25, 2003, Commissioners Court approved an Agreement between Bexar Count and the City of San Antonio for the creation of the ESD#3.  A portion of the proposed district lies within the City of San Antonio‚Äôs extraterritorial jurisdiction.  Pursuant to the Health and Safety Code 775.014, the district may not be created without the consent of the City of San Antonio.

On March 25, 2003, Commissioners Court approved setting a place, date and time for a public hearing to consider the establishment of ESD#3.  The public hearing date was scheduled on May 20, 2003 at 10:00 am at Commissioners Court.

On May 20, 2003, Commissioners Court held a public hearing on the petition to establish the Bexar County ESD#3 and, if the petition is granted, fixing the boundaries and ordering an election on September 13, 2003 and to authorize the imposition of a tax not to exceed .10 cents on each $100 of the taxable value of property taxable by the district.

On September 13, 2003, an election was held, and the voters within the three (3) areas approved the creation of the Bexar County ESD#3. 

On September 30, 2003, Commissioners Court ordered the formation of ESD#3 with the powers vested by the law in the District.

On October 22, 2003, Bexar County issued a public notice seeing qualified individuals to fill appointments to the ESD#3 Board of Commissioners.

On January 6, 2004, seven (7) applicants were interviewed and five (5) were selected.

On February 10, 2004, Commissioners Court approved the appointment of five (5) ESD#3 Board Members consisting of Harold Gavitt, Don Kyser, Roy Adell, Doug Campbell and Nelda Kaiser.

In September of 2004, the ESD#3 Board of Commissioners held a public meeting at the Bulverde United Methodist Church, 28300 Highway 281 North at 7:00 pm and voted on the tax rate.  The tax rate to be assessed on all real property in the area covered by the ESD#3 area will be .06 cents per each $100 of property valuations.

In August 2005, Joe Pfeiffer was appointed to the ESD#3 Board of Commissioners to replace one retiring member.  The current ESD#3 Board of Commissioners and their contact information is listed on the main page of the web site.

In September of 2005, the ESD#3 Board of Commissioners held a public meeting at the Bexar Bulverde Volunteer Fire Station, located at 1126 E. Borgfeld Road at 7:00 pm and voted on a new tax rate of .051000 cents per $100 of property valuation.
