Unlicensed Care Facility
Closed

San Antonio, Texas:
Bexar County Criminal District Attorney Susan D. Reed announced today the
Public Nuisance Section of her office has begun legal action to close an
unlicensed assisted living facility after an investigation established
numerous violations of state law which she said threatened the safety and
well-being of the residents. A temporary restraining order was filed
today preventing James T. Foreman of San Antonio, from operating any
unlicensed assisted living facility. Mr. Foreman was operating an
unlicensed assisted living facility known as Tobin Hills Assisted Living
Center at 225 West Laurel St., San Antonio, Texas 78212, with at least
twenty-five (25) residents. Evidence at the Temporary Restraining
Order Hearing showed that the fire alarm system had been disconnected and
residents were smoking inside the facility. The Department of Human
Services relocated all eligible residents of the facility after a Temporary
Restraining Order was granted by District Judge Andy Mireles. This is
the eighth assisted living facility that has been the subject of similar
actions by the District Attorney since January 2001. These actions
have resulted in either the closure of the facilities or the facilities
being brought into compliance with state law.
