Title IV-E

 Title IV-E of the Social Security Act provides financial assistance to states for foster care maintenance payments, administrative and training expenses, and costs related to foster care and adoption. TDFPS is responsible for the program, but may contract with counties for such services to children who have been determined to be eligible under Title IV-E.

 2005-2006 Title IV-E Services Outcome

                                 The number of Birth Certificates purchased for children was (174)

                                  The number of children who received Clothing allowances was (731)

                                  The number of children who received Medical services was (9)

                          The number of children who received Residential Child Care was (116)

 


 

Family Based Safety Services/In Home Services (FBSS)

Family Based Safety Services/In-Home Services (FBSS) purpose is to provide Bexar County with services designed to strengthen, restore and treat families who are at risk of abuse or neglect or have confirmed instances of child abuse and neglect, while preserving the integrity of the family unit.

2005-2006 Family Based Safety Services Outcome

 

Existing families at the beginning of FY 2005-06: 1,088

-Total families served: 2,577

   -Total children served: 34,368

              -Annual average prevention rate: 98%

                      -Annual average caseload size per FTE: 26

                             -Annual average number of children per FTE: 76


Project Push Adoption Services Contract

Project Push Adoption Services Contract has played a major role in the well being of children when parents are having a difficult time doing so. This situation is referred to as Kinship care or Relative care in Child Protective Services (CPS).  These caregivers provide children the assistance of further stability or care when they cannot live with their birth parents.  If CPS cannot preserve or reunify the family due to safety issues that created a problem for the child to return and live at home safely, CPS may recommend to the court that the parent-child relationship be terminated and the child (ren) be placed with permanent families or caregivers.  Adoption is a permanent lifelong commitment to a child.

 

Bexar County Department of Community Investment General Funds are funding staff positions for Project Push Adoption Services.  This is a system wherein the adoption of children in relative and kinship placements and the adoptive families' access to adoption assistance are expedited.

 2005-2006 Project Push Adoption Services Contract Outcome

FY 2006 Number of overall adoptions for Bexar County: 459

 -Project Push adoptions 334 and 125 "Other Adoptions"

 -The number of eligible Project Push children who secured adoption subsidy was 329 or 98.5%

 -The number of adoptions completed in 4 months was 219

 -The average number of months between termination and adoption was six (6) months.

 -The average number of weeks between completing adoptions process and receipt of assistance was one (1).

 -The number of "Adoption Day Ceremonies" sponsored by the Child Welfare Board was 12.
