Without more, I would like to share with you information which our Bexar County Fire Marshall Carl Mixon presented to your Commissioner's Court on Tuesday, March 25, 2003.

CURRENT SITUATION UPDATE

The Current Terrorist Threat Level is High (Orange)

Why?  Intelligence Reports (As of February 10, 2003) Suggest Increased Possibility of al Qaeda Attack

WHAT WE ARE DOING

Increased Vigilance

  • --Constant information/Intelligence sharing between Bexar County Emergency Management, Sheriff and SAPD, SAFD, and SA Emergency Management
  • -- Consultation with Texas DPS/DEM, Military and FBI on appropriate Readiness and Response actions

Continue Building our WMD Response Team

  • -- New Equipment from DOJ - $273,000 Arriving Now
  • -- Team Building - Increased Tempo for Training and Planning

Smallpox Vaccination Plan

  • --Limited pre-event vaccination of Emergency Responders and Healthcare Personnel started       February 18, 2003
  • --Post-event plan to vaccinate all of Bexar County in 5 days in case of attack is complete/in place

Texas Domestic Preparedness Assessment

  • -- DOJ Nationwide Study – Texas Engineering Extension Service (A&M) Administered in Texas
  • -- Working to Determine our Threats, Vulnerabilities, Capabilities, and Needs when faced with Terrorism
  • -- Bexar County SO, FM/EM, PW, EMS, WMD Team, DA, EMS, Fire, SAMHD, SAPD, FBI, and Military are working together on the Project

Bexar Co./San Antonio WMD Terrorism Exercise

  • -- Texas DEM Sponsored 3- Day WMD Exercise Evaluates BC/COSA Consequence Management
  • --Schedule:
    • Scenario Design/Planning Meeting – March 11, 2003
    • Senior Officials Workshop – April 3, 2003
    • Incident Command System Training - April 8-10, 2003
    • Functional Exercise – May 7-10, 2003

What Else Can We Be Doing?

  • Be Security Conscious – Look for the unusual
  • Take Additional Precautions at Public Events
  • Consider Increased Security for High Value Facilities
  • Prepare to Execute Anti-Terrorism Plans- Annex V

WHAT YOU AND YOUR FAMILY CAN DO?

Know What to Prepare
(Have a family disaster supply kit)

  • Flashlight and extra batteries
  • Battery-operated radio and extra batteries
  • First-aid kit
  • Blankets or sleeping bags
  • Non-perishable foods (for 3-7 days)
  • Water (1-gallon/person/day for 3-7 days)
  • Can opener (non-electric)
  • Essential medicines
  • Prescription eye wear
  • –Medical and General Power of Attorney
  • –Will
  • –Key records
  • –Irreplaceable heirlooms and photos
  • –Sturdy clothing and shoes
  • –Cash/credit cards
  • –Put in container(s) you can carry

Shelter in Place
If asked to stay indoors:

  • –Close and lock doors and windows
  • –Seal door thresholds with wet towels
  • –Seal all opening with tape and plastic sheeting
  • –Turn off ventilation
  • –Monitor TV or radio
  • –Don't smoke or have an open flame

Evacuation

  • Keep gas in car
  • Family emergency kit
  • Have a home escape plan
    • Rally points – at least 500 feet from home and a second place to meet
  • Have emergency phone numbers available
    • –911, work, schools, neighbors, out-of-town family
  • Consider special needs of family members
  • Plan for pets
