How do I get a pothole repaired?
The Public Works division of the Infrastructure Services Dept. is responsible for maintenance of all County-maintained streets and roads. This includes streets and roads that: are outside the incorporated limits of any cities or towns in Bexar County; are not maintained by the State of Texas (Federal and State highways, Farm to Market roads, and Interstate highways); are not privately owned (in gated communities or other roads not accepted for maintenance by Bexar County). Call (210) 335-6700 with a specific location and a work order will be generated.

How do I get a dead animal removed?
As part of its maintenance responsibility, the Public Works division of the Infrastructure Services Dept. will remove animals that have been killed on County-maintained rights-of-way. These include streets and roads and water drainage facilites that are: outside the incorporated limits of any cities or towns in Bexar County; not maintained by the State of Texas (Federal and State highways, Farm to Market roads, and Interstate highways); not privately owned (in gated communities or other roads not accepted for maintenance by Bexar County). Deceased pets are the responsibility of the pet owner. Animals killed in County-maintained rights-of-way are normally removed the same day they are reported. Call (210) 335-6700 to report the location of dead animals on the road.

How do I get a live animal removed?
Bexar County contracts with the San Antonio Animal Care Services department to pick up and dispose of live animals (unleashed or stray dogs, cats, etc.) that are a nuisance to County residents. The Infrastructure Services Department DOES NOT have any animal control employees. Contact the City of San Antonio Animal Care Services at (210) 207-6660 and be sure to mention the animal is located outside the city limits.

What are the required procedures to have an on-site sewage facility installed and inspected?
Prior to any construction commencing on the property, a Professional Engineer or Sanitarian must be retained by the applicant to design a private on-site sewage facility meeting the minimum requirements of the Bexar County Regulations For On-Site Sewage Facilities and State Regulations (Title 30 TAC Chapter 285). The design and application must be signed and sealed by an Engineer or Sanitarian before being accepted.
The application package includes: a properly completed on-site sewage facility application form; a Basic Development Permit and a signed affidavit for temporary electrical service (not allowed for mobile home construction); a Flood Zone/Edwards Aquifer Recharge Zone Certification signed by the engineer or sanitarian submitting the design; a subdivision plat or survey; a location map indicating property boundaries referencing location (USGS or FEMA preferred); a site evaluation form with required soil analysis signed by a Registered Site Evaluator; and a completed plan and/or design of the proposed on-site sewage facility on the lot or tract, drawn to engineering scale with north arrow
Three inspections are usually required as the facility is being installed. Environmental Services shall be contacted at least 24 hours in advance to schedule the inspection(s). After final inspection and approval of the facility, the applicant will be issued a license to operate for a term of 5 years. If there is a malfunction of the system after installation, Environmental Services shall be notified before any repair work is attempted. Permits to construct are required on all repairs to the facility. Permitting fees vary depending on the type of system being installed, for further information, please call 335-6700.

City Public Service says I need an electrical release; how do I get one?
All residential and commercial applicants must first contact the City of San Antonio Planning Department, at 207-7900, or other incorporated city they fall under, to determine if the property to be developed is located within the jurisdiction of that city. Failure to contact City Planning will result in the unnecessary delay of extension of electrical service to the property. If the electrical service is for residential purposes an electrical release is obtained thru the on-site sewage facility permitting process described in #3. After approval of the application, a temporary electrical meter release will be sent to CPS by Environmental Services for construction purposes only. No meters will be released for mobile homes until after the on-site sewage facility has been installed.
If the electrical service is for non-residential purposes, the applicant must appear in person to fill out an affidavit for electrical service affirming the use as non-residential. The fee for a non-residential electrical release is $20.00. The fee for a residential electrical release is included in the on-site sewage facility permitting fees.

My neighbor has high weeds/junk cars/refuse on his property; what can I do?
Call Environmental Services at 335-6700 and report the violation. An inspection will be scheduled and if the complaint is valid, a Notice of Violation will be sent to the owner by certified mail. Upon receipt, the property owner then has thirty days to abate the nuisance.

I understand the County has foreclosed property for sale, how can I purchase this property?
Bexar County does have available what is called a Resale Property List. It is a list of Tax Foreclosed properties that have been struck off to Bexar County and are now for sale. The list of available properties is free and can be obtained at the Infrastructure Services Dept. offices located at 233 N. Pecos - La Trinidad, Suite 420. Instructions on how to obtain these properties is included with the list.

I want to have a 4-way stop installed at an intersection, how do I request this?
As part of it´s maintenance responsibility, the Public Works division of the Infrastructure Services Dept. is charged with maintaining all traffic control devices on County-maintained streets and roads. Besides installing new signs and repairing and replacing existing signs, the Traffic section is also responsible for assuring that the installation of any traffic control device (like a 4-way stop at an intersection) is properly warranted. If you have a problem intersection in your area that you feel will be helped by the installation of a 4-way stop (or any other traffic control) the Traffic section will do a thorough study of the traffic conditions in the area of the problem and make recommendations. Call (210) 335-6700 and ask to speak to a Traffic Analyst about your concerns.
9.
Cars are disobeying the posted speed limits in my neighborhood, what can I do?
As part of it´s maintenance responsibility, the Public Works division of the Infrastructure Services Dept. is charged with maintaining all traffic control devices on County-maintained streets and roads. This includes establishing speed limits on County roads. Enforcement of existing speed limits, however, is the responsibility of the Bexar County Sheriff´s Department. Citizens who are having problems with speeding should call the Patrol Section of the Sheriff´s Office at (210) 335-4621, and report problem locations.

What are the specifications and procedures for installing a driveway?
As part of it´s maintenance responsibility, the Public Works division of the Infrastructure Services Dept. is charged with controlling all construction activities that take place in County-maintained rights-of-way. This includes driveways to access County roads. Those who wish to install a driveway must submit a driveway application along with a sketch or drawing detailing the work to be done in the right-of-way, and $35.00 for each driveway or entrance. Applications will be reviewed and if approved must be inspected and okayed by County construction inspectors. What are the procedures for developing and platting land in Bexar County?
Within the Extraterritorial Jurisdiction (ETJ) of the City of San Antonio:
All subdivision plats in Bexar County that fall outside of the City of San Antonio's incorporated city limits, but within the City's ETJ must file plat submittal packages to both Bexar County Public Works and the City of San Antonio Development Services for approval. Information specific to these submittals may be located in the Bexar County Subdivision Regulations and in
Chapter 35 of the City's Unified Development Code (UDC 35)
. Similarly, subdivisions being developed within the confines of any other municipality's ETJ would also be subject to the regulations of both regulating entities.
Outside the City of San Antonio ETJ:
Subdivision plat submittals in these areas are subject only to the Bexar County Subdivision Regulations and are submitted only to Bexar County Public Works.
Note: For all cases of platting within the County, it is required that the plats be prepared by a Professional Civil Engineer, registered in the State of Texas. A civil engineering firm that is familiar with the plat submittal and approval process can greatly expedite this function.

How can I find out if my house is in the flood plain?
Bexar County Infrastructure Services has all of the maps published by FEMA that delineate flood plains within Bexar County available for public viewing. Please call (210) 335-6700 to arrange this with a member of our staff. Dependent upon the specific floodplain and property(ies) being referenced, it is possible that the information can be related via telephone.

How can I purchase a monthly pass for the Bexar County Parking Garage?
The Parking Division of the Infrastructure Services Dept. is responsible for the maintenance and management of the Bexar County Parking Garage as well as a number of other County-owned parking facilities. Since there are a limited number of reserved spaces available for Bexar County employees, and since demand far outweighs supply, a waiting list for available spaces has been established. The waiting period for employees to be assigned a space has been, on average, two years. Once employees have been assigned a parking pass, the cost per month is $50, which is automatically deducted from the employee´s Bexar County paycheck. Contact the Parking Garage Superintendent at (210) 335-2700 or (210) 335-6700 to answer any other questions or for more details. What County permits do I need to construct on my property?
Depending on the type of construction and proposed use of the property, you may need several permits. Permits issued by the Bexar County Infrastructure Services Department are as follows: Building Permit (issued by the Bexar County Fire Marshal), Driveway/right-of-way Permit (issued by Bexar County Public Works-Development Services), Flood Plain Development Permit (issued by Bexar County Public Works-Development Services) if property is within a FEMA Flood plain and On-site Sewage Facility OSSF Permit (issued by Bexar County Environmental Services.) If your house is on a septic tank, you may need to get a new permit for your septic tank since the size of the tank is based on the number of bedrooms in the home.

What is my property zoned for?
If your property is located within the city limits of San Antonio or another incorporated city in Bexar County, contact the city office for your zoning information. If your property is located in the unincorporated areas of Bexar County, your property is not zoned for any specific land use. Zoning property for a specific use is authority that is reserved for municipalities and certain counties in Texas. If your property is not zoned, it does not necessarily mean that you are free to build at your discretion. You must abide by any restrictions that are associated with your deed, any neighborhood or homeowner’s association rules or regulations that are applicable and any and all laws and regulations that govern improvements or construction.
