Mission
The Mission of the Infrastructure Services Department is to preserve all County resources by providing efficient services which ensure the safety, health, and welfare of our customers and improve quality of life.
Vision
The vision of the Infrastructure Services Department is as the leader in developing and maintaining County: roads, bridges, vehicles, equipment, parks, and facilities. The Infrastructure Services Department strives to ensure environmental compliance, good working relationships, and high standards of professional management for Bexar County. The management and staff of the department act as facilitators in achieving a balance between diverse priorities and finite resources by providing the public and other County offices thorough analysis, expert advice, prompt and reliable services, and open, honest communications related to the responsible allocation and utilization of Infrastructure Services personnel and resources.

New Building is responsible for project management and implementation of Bexar County architectural design and construction projects. Architectural Services provides design, estimate, and construction administration services. This division also works closely with private professional architects, engineering consultants, and contractors engaged by the County. Architectural Services is intimately involved with the Texas Historical Department in the preservation of the Bexar County Courthouse.

The Fleet Maintenance Division provides for the safety and extended life of the County´s light/heavy vehicles and construction/lawn equipment by performing periodic preventive maintenance, minor repairs, and inspections. Fleet Maintenance develops specifications for contracted repairs and serves as technical advisor to other offices and departments in developing special equipment and vehicle specifications. Fleet Maintenance evaluates the need to replace vehicles based on maintenance and operational cost data.
Fleet Maintenance is staffed with ASE Certified mechanics, including three Master ASE mechanics. Fleet Maintenance mechanics have earned six automotive technology degrees and have over 185 years of combined experience on heavy construction equipment and over 219 years of combined experience on light trucks and cars. Operator training is available upon request.

The Watershed Program of the Infrastructure Services Department provides support and participation in the Bexar Regional Watershed Management Program (BRWM) with San Antonio River Authority (SARA), City of San Antonio and Suburban Cities. This division manages ongoing Capital Improvement Projects (CIP) supported by Bexar County Flood Control Tax and contributes to the development of an annual and 5-year BRWM CIP List. Review and input for Countywide Watershed Modeling efforts and floodplain remapping by BRWM Partners with Federal Emergency Management Agency. The Watershed Program also represents the county on the San Antonio River Improvements Project.
The Watershed Program provides policy and procedural Floodplain Management for review of development and issues floodplain violations to property owners who violate Bexar County's Flood Damage Prevention Court Order. This division also receives, investigates and responds to drainage and flooding concerns.

The Public Works Division of the Infrastructure Services Department provides for the general welfare of the citizens of Bexar County by managing the construction and maintenance of a safe and efficient system of roadways and bridges. Subdivision plat review and traffic analysis allows for controlled development in the unincorporated areas of Bexar County.

The Capital Projects section of Public Works provides project management services for the design and construction of roads and bridges located within Bexar County. Our responsibility is to provide project development, plan review, right-of-way acquisition, community involvement, utility coordination and construction inspection services for roadway reconstruction projects.

The Development Services Section of Public Works is responsible for reviewing Subdivision Plats, Floodplain Development Permits, and Construction in County Rights-of-Way (e.g. Driveways, Landscaping, Irrigation Systems, and etcetera) located outside the limits of incorporated cities. The Section is not responsible for the issuance of Building Permits (see County Fire Marshal) or Zoning of property outside the limits of incorporated cities.

The Engineering Design Section is responsible for assisting the County Engineer and the other sections within the Public Works Division with design, construction, surveying, flood plain, maintenance, and land development issues. This section supervises and assists with the design preparation for Capital Improvement and In-house projects, along with conducting field investigations to evaluate construction/design problems and recommends solutions.

The Environmental Services Division of the Infrastructure Services Department provides for the health and protection of Bexar County residents by ensuring water quality through the permitting and regulation of on-site sewage facilities (septic systems), nuisance complaint investigations, and environmental consultation. This division is also responsible, in part, for flood plain review and plat review.
The Environmental Services Division acts as authorized agent of the Texas Natural Resource Conservation Commission to review, regulate, permit, and inspect installation of private on-site sewage facilities (OSSF) in Bexar County. Environmental Services also monitors pending federal Environmental Protection Agency adopted storm-water regulations for Bexar County and develops a program upon promulgation of the rules. The division is also heavily involved in air quality programs and coordinates closely with area agencies regarding attainment issues.

The Traffic Engineering Office works under the direction of the Bexar County Engineer within the Department of Infrastructure Services. This office is primarily responsible for conducting traffic engineering studies to establish speed limits, school speed zones and determine if yield, multi-way stops, traffic signals, railroad crossings controls, warning signs and markings are indicated. Other traffic engineering responsibilities include preparation of traffic control plans for road construction, restoration and maintenance operations; temporary/ permanent street closures and right-of-way issues; review of permit requests and permits for trench, street cut, median crossover and driveway construction; and other related tasks as assigned.
Traffic Control Devices
Bexar County Traffic Engineering Office follows the standards contained in the Texas Manual on Uniform Traffic Control Devices.
The Texas Manual on Uniform Traffic Control Devices (TMUTCD) is incorporated by State Transportation Code 544.01 and is recognized as the Texas standard for all traffic control devices installed on any street, highway or bicycle trail open to the public travel.
The TMUTCD contains standards for a uniform system of traffic control devices in accordance with provisions contained in a Minute Order passed by the Texas Transportation Commission on February 23, 2006.
Standards
The Traffic Engineering Office follows the standards of the TMUTCD, American Association of State Highway and Transportation Officials, AASHTO and City of San Antonio.

The Streets & Drainage Section is responsible for the operation and maintenance of over 980 miles of dedicated public roads and right of way. The operations conducted by this section include the
maintenance & repair of streets, bridges, curbs, gutters, sidewalks, storm drains, drainage structures, drainage channels, street sweeping, debris & dead animal removal, graffiti removal, mowing & tree trimming.
Other duties include the purchase & maintenance of the County’s Public Works Heavy Vehicle Fleet and Heavy Equipment.
Our mission is to effectively maintain, repair or improve the County’s assets as efficiently as possible and to continually evaluate the physical condition of assets and infrastructure and the methods used in their maintenance and repair to maximize the efficiency, cost effectiveness and quality of the services provided to the residents of Bexar County.

Do not have an FM (Farm-to-Market), RR (Ranch Road), RM (Ranch-to-Market), LP (Loop), or SH (State Highway) designation
Are not privately owned/maintained streets, for example within a gated community
Are in a subdivision where the developer has met County road standards and Bexar County has accepted maintenance of the streets
