WANDA HEARD
Director of Human Resources
Wanda Heard started her career in the private sector at
Southwestern Bell Telephone Company (SBC), now known as AT&T. She started as a telephone operator and retired after 27 years of service as a Senior HR Manager. Her community service involvements included Chairman of the Board of the River City Federal Credit Union, Big Brothers/Big Sisters, United Way Allocation Committee, and National President of the Professional Women of SBC.
Ms. Heard joined Bexar County as the Employee Relations Administrator in 2007. In addition to employee relations duties she was also responsible for policy development and administration, the county-wide training program, and promotional testing for uniform personnel. Following her promotion to the position of Human Resources Director, her areas of responsibility expanded to also include recruitment, Training and Development, Employee Benefits, County and Sheriff’s Civil Service Commissions, HR Policies, and Employee Relations.
Ms. Heard is a graduate of the University of the Incarnate Word where she earned a Bachelor of Business Administration. She also earned her Masters of Business Administration from Our Lady of the Lake University. She is a Certified Labor Relations Professional as conferred upon her by the National Public Employer Labor Relations Association (NPELRA). She is a member of the Society for Human Resource Management and a NPELRA member where she serves on the Labor Relations Academy Committee. Ms. Heard is also an Adjunct Professor at Webster University where she teaches Human Resources related courses.
