APPLICATIONS DEVELOPMENT

The Application Development Division (AD) is responsible for development or acquisition and maintenance of software programs to support the many business functions of all  Bexar County government offices and departments.  They also have responsibility for all of the County’s databases. Applications exist on both mainframe and PC platforms and are supported 24 hours a day, seven days a week.

When an office or department in the County has a need for some technology solution to a business problem or opportunity, members of the AD team are responsible for understanding the business problem and how technology can help.  They analyze the problem, document requirements, design a solution set, write the computer code, test the applications, install and maintain the software.

Sometimes it is quicker or more cost effective to purchase the software from a vendor or to pay a contractor to do a custom development.  When that is true, the AD team works with the County office or department to identify and document their business and technical requirements and assists with development of a Request for Proposal (RFP), helps evaluate responses and select a vendor and then provides project oversight and technical liaison with the vendor.

Whether an application is developed by the AD team or purchased from a vendor, the AD team makes sure the programs work correctly by  rigorous testing.  They plan and oversee the installation and final implementation of the solution.

MICHAEL LOPEZ is the Applications Development Manager for Bexar County Information Technology, and may be reached directly at mlopez@bexar.org.

Prior to joining Bexar County, Michael worked at USAA as a Lead Software Engineer for the Enterprise Systems Division where he supported 15,000 internal customers and a member base of over 6 million. Michael has over 23 years of Information Technology experience. Before moving to San Antonio, Michael worked as an IT Manager for Public Service Company of New Mexico, Blue Cross and Blue Shield of New Mexico, the El Paso City Tax Office, El Paso County’s City/County Consolidated IT Department, and El Paso Electric Co. Michael holds a Bachelors of Science Degree in Computer Information Systems from Park University in Kansas City, Missouri.

Michael and his wife Carol are the proud parents of three children. In his spare time Michael enjoys spending time with his family, watching movies, bicycling and working out. Michael and Carol are both avid SPURS fans.
