PLANNING & TECHNICAL SERVICES

The Planning and Technical Services Division is staffed by a diverse group of skilled individuals who manage all administrative and business functions for Bexar County Information Services. This division is responsible for Technical Business Analysis, Countywide Communications, Contracts, Logistics, Administrative Support, Video Teleconferencing, Employee Technical Training, and coordinating all Technical items for the Commissioners Court Agenda.


CARMELLA GUERRERO began her Bexar County career in 1993.  Utilizing her Criminal Justice and Police Science Degree from the University of Albuquerque, she joined the Bexar County Sheriff’s Office as the Coordinator for the Mothers and Their Children, or “MATCH” Program, at the Bexar County Jail. As she recognized the need to expand the MATCH program success to inmate fathers, Ms. Guerrero co-founded the Papas and Their Children, or “PATCH” Program. These two programs now serve as a model for inmate parenting programs and have been emulated in numerous confinement facilities across the country. Carmella was subsequently promoted to Inmate Human Services Program Coordinator and then Jail Support Services Manager.

With nearly all of her work experience revolving around detention, corrections, and rehabilitation, Carmella made a marked career change in 1998 by accepting a challenging position with Bexar County Information Services as the Y2K Contract Coordinator.  At the end of the Y2K project, she remained in BCIS and was promoted to her current position of Planning & Technical Services Manager.  Carmella is responsible for technology acquisitions in Bexar County, including fiscal management responsibilities for millions of dollars of technical investments Countywide; Video Teleconferencing; Communications; Technology Analysis and Technical Training.  She serves as the BCIS representative on the Strategic Management Team and the County representative on the City/County Radio Joint Operations Committee.

Carmella is married and has three busy children. She is active in the Little Flower Catholic PTC and volunteers her time to the Hermann Sons Dance Group. In her rare spare time, Carmella enjoys walking and Renaissance Fairs.

In the Communications group, a Communications Coordinator, Lead Communications Specialist and Communications Specialist are responsible for planning, designing, constructing and maintaining the county’s voice and data communications systems, wireless communications, cabling and other associated hardware as well as all telephony billing and chargebacks for the entire County government.

The Contracts and Administrative Support team is made up of a Supervisor and Office Assistants to maintain Department personnel records, administration of a $10 million budget, accounts payable/receivable, procurement, timekeeping, travel and training support, and general administrative support for the entire department.

A Senior Technology Business Analyst and Technology Business Analysts in the Business Process Analysis team work with BCIS and all County offices and departments to develop and document business requirements for technology solutions, provide analytical and research assistance and assist with budget development to County offices and departments and verify policy compliance.

A Video Teleconferencing Coordinator is responsible for managing the implementation and maintenance of the County’s Video Teleconferencing system. The Coordinator and Court Technology Support Specialists provide maintenance, support and technical advice for the County’s video teleconferencing system.

The Technical Training team of a Senior Technical Training Specialist and Technical Training Specialists provide desktop productivity software training and specific application training to the entire County staff. They also assist developers with testing and create technical manuals and training for software developed by BCIS.
