COUNTY INTEGRATED JUSTICE SYSTEM

The County Integrated Justice System (CIJS) team is responsible for bringing a new system to Bexar County.  The new CIJS will replace the current, outdated system with more modern technology, much better integration of functions and greater access to Criminal Justice data for County Criminal Justice professionals.  We will define requirements for an extremely diverse group of business functions, design and develop the System Architecture.  We will analyze the requirements and determine whether the County is best served by purchasing applications or developing them ourselves.  We will also develop a plan for implementing the various functional and technical components of the system and make sure that County staff are properly trained to use the new system upon its implementation.


THE BCIS CIJS TEAM

The CIJS Manager is responsible for overseeing all aspects of the CIJS project team, timeline, deliverables, and the budget.

The Programming Aide performs quality assurance checks on timesheets; maintains CIJS Development Project database; reviews and reports failed production jobs and system error logs; reviews and reports status of in-progress programming projects; coordinates division meeting and records meeting minutes; coordinates, schedules and maintains documentation related to training activities; monitors help desk calls assigned to the CIJS Development team. 

The Applications Development Coordinator is responsible for coordination and supervision of CIJS development projects; assists with on-time and on-budget delivery of all programming projects; assists with development of annual and long term programming projects and technology strategies; supervises Technology Training and Support Specialists and Technical Support Specialist; ensures compliance with programming standards; participates in strategic planning process; designs computer programs and applications; and performs related duties as required.

The Database Administrator designs, maintains, installs and customizes Bexar County CIJS database; responds to after-hour calls; advises CIJS development staff on database design; develops specifications for database construction and maintenance; codes and tests elections display system; and performs related duties as required.

The Senior Software Engineer is responsible for the configuration and development of new modules to be implemented in CIJS and is responsible for analyzing, designing, developing implementing maintaining and testing CIJS applications and systems maintenance solutions; supervises the coding and testing of CIJS applications; develops new systems based on studies and other specifications.

The Analyst Programmer II is responsible for analyzing, designing, developing, implementing and testing CIJS applications and systems maintenance solutions; supervises the coding and testing of CIJS applications; and develops new systems based on studies and other specifications.

BRYAN ROBERTS is the CIJS Project Manager for Bexar County Information Services and has been with Bexar County for two years. Prior to joining Bexar County, Bryan was a Police Officer for twenty years serving in job functions from Patrol Commander, Public Information Officer, and Swat Team Trainer. He retired from the Police Department in 2004 and joined the Texas Municipal Police Association (TMPA) in the Training and Research Division. Bryan and his team at TMPA developed several state and nationwide software applications for law enforcement, and managed several grant related IT programs for the National Highway Safety Administration and Department of Defense.

Bryan holds a Bachelor's in Business Administration from the University of Texas at Dallas and is working towards a Masters Degree in Organizational Development at UIW. Bryan may be reached directly at BRoberts@Bexar.org.
