APPLICATIONS DEVELOPMENT

The Application Development Division (AD) is responsible for development or acquisition and maintenance of software programs to support the many business functions of all  Bexar County government offices and departments.  They also have responsibility for all of the County’s databases and the County’s website. Applications exist on both mainframe and PC platforms and are supported 24 hours a day, seven days a week.

When an office or department in the County has a need for some technology solution to a business problem or opportunity, members of the AD team are responsible for understanding the business problem and how technology can help.  They analyze the problem, document requirements, design a solution set, write the computer code, test the applications, install and maintain the software.

Sometimes it is quicker or more cost effective to purchase the software from a vendor or to pay a contractor to do a custom development.  When that is true, the AD team works with the County office or department to identify and document their business and technical requirements and assists with development of a Request for Proposal (RFP), helps evaluate responses and select a vendor and then provides project oversight and technical liaison with the vendor.

Whether an application is developed by the AD team or purchased from a vendor, the AD team makes sure the programs work correctly by  rigorous testing.  They plan and oversee the installation and final implementation of the solution.

JEANNETTE KRIEWALD is the Applications Development Manager with Bexar County Information Services.
Jeannette has been serving Bexar County for over twenty-seven years.  She began her career at Bexar County in 1982 as a Software Developer, and has been part of the Information Services management team since 1987.  Jeannette is a project management professional, certified through PMI, and has lead many successful IT projects to completion during her management career. Most recently, she authored the County Integrated Justice System Vision, which paved the way for the priority County Integrated Justice System Project currently in progress.

In her spare time Jeannette is a volunteer for several community programs including the Horseshow Committee of the San Antonio Livestock Show and Rodeo. Her passions include searching the globe for pristine dive locations and riding her horse Quattro.

The APPLICATIONS DEVELOPMENT Division is organized into Applications Development teams. These teams are comprised of Applications Development Coordinators, Analyst/Programmers and Programmers according to the types of applications involved (Courts, Public Safety and Finance), Database (Database Coordinator, Database Administrator, Database Analyst, and Data Security Analyst), and Web (Webmaster and e-Government Developer).  Administrative support for the entire team is provided by the Applications Development Programming Aide.

The responsibilities of the Courts, Public Safety and Finance teams are to analyze, design, test, install, and maintain the computer applications that support Bexar County business functions.  Applications exist on both mainframe and PC platforms and are supported 24 hours a day, seven days a week.


The Database Administration division is responsible for all of Bexar County’s databases, including protection from unauthorized access and making sure the data is stored and retrieved accurately. Additionally they are responsible for creating and maintaining separate development tools and databases for programmers to use in the creation of applications for Bexar County Business Partners. As Bexar County’s information needs continue to grow, it is increasingly challenging to provide safe, and reliable access. The Database group is constantly working to keep ahead of the demands.

The Webmaster and e-Government Developer are responsible for the County’s web presence and for assisting County offices and departments with their web requirements. Their aim is to develop and maintain County web pages for the Public that are easy to use and understand.
