David Marquez serves as the Executive Director for Bexar County. In this position, he directs the County's efforts to develop and improve the local economy. This is achieved through domestic and international business development programs, the Tax Phase-In Incentive program, and various other initiatives. Mr. Marquez most often works as a team member with the other economic development agencies around the community.

Since 2000, Mr. Marquez has also been the County's manager for the negotiation, construction and on-going operations of the AT&T Center, home to the NBA Champion San Antonio Spurs, and to the annual San Antonio Livestock Show and Rodeo. The project also includes several other planning and development components for the area in and immediately surrounding the Arena site.

Bexar County Economic Development Office


Melissa Shannon has been with Bexar County since March 2006, where she started in Economic Development & Special Programs as Economic Development Coordinator. While serving as Coordinator, Shannon managed Bexar County's economic development programs and initiatives that are designed to identify, develop and implement existing and potential business opportunities. Carlos Sifuentes joined Bexar County in December 2006 as the County's Economic Development Coordinator. As Coordinator, Mr. Sifuentes assists in the management of Bexar County's economic development programs and initiatives designed to identify, develop and implement existing and potential business opportunities. He also develops strategies for business development in targeted areas of the County and maintains partnerships with community and private organizations, development authorities and others to promote incentives for economic development. Kara Hill joined Bexar County in May 2005 as the first full time hire for the County's newly established Economic Development Office. In her duties as Economic Development Analyst, Kara established the County's Suburban Cities Economic Development program to assist the 24 municipalities in Bexar County to grow their economic base. She also oversaw the creative development and production of a new corporate identity and marketing collateral to position the County as a world class destination for living, working and doing business in domestic and international markets.
