Thomas Guevara serves as Chief of Staff to County Manager David Smith. Mr. Guevara grew up in San Antonio and attended schools within the South San Antonio ISD. Following graduation from South San High School in 1999 he received his Bachelor’s degree with a major in Political Science from Texas A&M University in College Station. He continued his education at the University of Texas at San Antonio and earned a Masters in Public Administration. He was inducted into the National Honor Society for Public Affairs and Administration, recognizing students who have demonstrated academic achievement in UTSA’s MPA program.
Mr. Guevara demonstrates an unwavering commitment to public service. After returning from College Station, he served as Special Assistant to then-Councilman Richard Perez. During his tenure with Councilman Perez, Mr. Guevara developed a keen understanding of constituent issues and public policy. He moved into county government following the councilman’s term limits. Mr. Guevara has served in a variety of roles including recent responsibilities as the Court Support and Special Projects Administrator for Commissioners Court and Government Relations Manager.
Mr. Guevara joined the County Manager’s team in July 2011 where he facilitates the day-to-day operations of the office, oversees the commissioners court agenda process, and manages the state and federal government relations program.
Mr. Guevara continues to also serve his community through volunteer efforts, including mentoring students in the South San area through Communities in Schools, Big Brothers Big Sisters, and youth sports. In his free time, he enjoys sports, music, and traveling with his wife Yolanda.
