eServices & Innovation Technology

The eServices & Innovation Technology Division within BCIT consists of the Geographic Information Systems (GIS), Web, and Technology Training and Support groups. Each group contributes to BCIT’s and eServices & Innovation Technology’s goal of ensuring that the constituents of Bexar County are able to find a variety of services online that are easily accessible and usable.

GIS integrates hardware, software, and data for capturing, analyzing, and displaying all forms of geographically referenced information. The GIS group develops tools for users to explore the Bexar County resources.

The Web group designs and develops websites and applications for internal and external consumption, working within government regulations to ensure that all users are able to access information online.

Technology Training provides stand-up training, online training, and user manuals for County enterprise applications such as JJIS, Kovis/File 360, USLG/RACF, and more. Their goal is to assist County employees with achieving technical proficiency in order for them to do their jobs quickly and efficiently.

The Innovations group was formed to focus on updating existing processes with new solutions by using emerging technologies to address needs.


TODD ALVIS is the eServices & Innovation Technology Manager, after serving as the Geographic Information Systems Manager for Bexar County Information Technology. Prior to joining Bexar County in 2006, Todd worked as a GIS Specialist and GIS Database Administrator for the City of Midland, Texas. Preceding his employment in Midland, Todd worked in GIS at the United States Department of Agriculture. Todd holds a Bachelors of Science Degree in Computer Science from the University of Texas of the Permian Basin. He's also been a member of the Geospatial Information & Technology Association (GITA), the American Association of Geographers (AAG) and the South Central ArcUSer Group (SCAUG).

Todd and his wife Rita are the active parents of their son Cody, a college student. In Todd's spare time he enjoys landscaping their San Antonio home and is an avid sports fan. He and his family enjoy trivia, cooking, and Geocaching.
